TESTING & COMMISSIONING

Testing & commissioning, to an embassy standard.

Independent commissioning agent (CxA) and MEP testing & commissioning services for buildings and infrastructure — delivered across the GCC, Iraq, and Jordan by engineers who commissioned U.S. diplomatic facilities to US Department of State – Overseas Building Operations grade specifications.

Why commissioning

A building isn’t finished until it’s proven.

Installation ends. Verification begins. Commissioning is the systematic process of testing every system — HVAC, electrical, controls, life safety — against the design intent and the owner’s project requirements, and documenting the evidence. Done properly, it is the difference between a handover and a hope: fewer defects, lower energy consumption, and a facility your operations team can actually run from day one.

Scope 01 · Commissioning Agent

Building commissioning, owner-side.

As commissioning agent, we represent the owner across the project lifecycle — from design review through functional testing to warranty-phase verification — under ASHRAE Guideline 0 and ASHRAE Standard 202 frameworks.

Commissioning Agent (CxA) Services

  • Owner’s Project Requirements (OPR) & basis-of-design review
  • Design-phase commissioning reviews & Cx specifications
  • Commissioning plans, checklists & issue logs
  • Installation verification & pre-functional checks
  • Functional performance testing (FPT) — witnessed & documented
  • Seasonal/deferred testing & warranty-phase review

Scope 02 · Field T&C

Field testing that holds up to inspection.

Hands-on MEP testing & commissioning across mechanical, electrical, and controls systems — executed to method statements, recorded on calibrated instruments, and delivered as an auditable documentation package.

MEP Testing & Commissioning

  • HVAC testing, adjusting & balancing (TAB) coordination
  • Electrical testing, verification & power quality
  • BMS/controls point-to-point & integration testing
  • Fire alarm & life-safety cause-and-effect testing
  • Integrated systems testing (IST)
  • T&C documentation, O&M manuals & as-built handover

Scope 03 · Operating Facilities

Make existing buildings perform again.

Retro-commissioning (RCx) diagnoses why an operating facility underperforms — comfort complaints, energy drift, controls that fight each other — and restores systems to intended operation without capital replacement.

Retro-Commissioning Services

  • Retro-commissioning (RCx) of operating facilities
  • Energy & comfort issue diagnostics
  • BMS review, re-tuning & sequence optimization
  • Post-occupancy performance verification
  • FM team training & documentation handover
  • Ongoing commissioning programs

Independence

Independent where it counts.

When we serve as commissioning agent, we work for the owner — not the contractor. Prime acts as CxA only on projects where the Prime group is not the installing contractor, so our test results answer to one party: the client. On our own construction projects, commissioning is delivered within the works and never self-certified as third-party.

Credentials

Proven on U.S. government projects.

Our commissioning leadership delivered multiple phases of building commissioning on U.S. Department of State diplomatic facilities — including the U.S. Consulate and Embassies in Jordan, Lebanon, Montenegro, and Morocco — as part of BL Harbert International project teams under the Overseas Buildings Operations (OBO) program. That work was executed to OBO grade specifications across MEP, HVAC, controls/BMS, electrical, and life-safety systems. Few commissioning standards anywhere are stricter. We bring the same discipline to every project.

FAQ

Commissioning, answered.

What does a commissioning agent (CxA) do?

A commissioning agent represents the building owner through design and construction — reviewing designs for commissionability, writing the commissioning plan, witnessing functional performance tests, and verifying that every system meets the Owner’s Project Requirements before handover.

What is the difference between testing & commissioning (T&C) and commissioning management?

T&C is the field execution — physically testing, balancing, and verifying systems. Commissioning management is the process leadership across all phases, from design review to warranty. We provide both, separately or combined.

Which standards do you commission to?

ASHRAE Guideline 0 and Standard 202 for the commissioning process, ASHRAE Guideline 1.1 for HVAC&R technical requirements, with NEBB/ACG-aligned field procedures and CIBSE/BSRIA codes where a project specifies them. We support LEED Fundamental and Enhanced Commissioning.

Do you provide commissioning services outside Jordan?

Yes. We deliver across the GCC and Iraq — the UAE through our sister company Prime Engineering (Al Ain), other Gulf markets through project-based teaming with contractors and consultants, and Iraq with a focus on donor- and multilateral-funded programs.

Can commissioning be added late in a project?

Yes. While early involvement delivers the most value, we regularly join at the construction or acceptance phase — and retro-commissioning serves buildings already in operation.

Have a project approaching T&C?

Send drawings, a Cx specification, or an equipment list — we’ll respond with a scoped commissioning approach and a clear fee structure.
