When we serve as commissioning agent, we work for the owner — not the contractor. Prime acts as CxA only on projects where the Prime group is not the installing contractor, so our test results answer to one party: the client. On our own construction projects, commissioning is delivered within the works and never self-certified as third-party.
Our commissioning leadership delivered multiple phases of building commissioning on U.S. Department of State diplomatic facilities — including the U.S. Consulate and Embassies in Jordan, Lebanon, Montenegro, and Morocco — as part of BL Harbert International project teams under the Overseas Buildings Operations (OBO) program. That work was executed to OBO grade specifications across MEP, HVAC, controls/BMS, electrical, and life-safety systems. Few commissioning standards anywhere are stricter. We bring the same discipline to every project.

A commissioning agent represents the building owner through design and construction — reviewing designs for commissionability, writing the commissioning plan, witnessing functional performance tests, and verifying that every system meets the Owner’s Project Requirements before handover.
T&C is the field execution — physically testing, balancing, and verifying systems. Commissioning management is the process leadership across all phases, from design review to warranty. We provide both, separately or combined.
ASHRAE Guideline 0 and Standard 202 for the commissioning process, ASHRAE Guideline 1.1 for HVAC&R technical requirements, with NEBB/ACG-aligned field procedures and CIBSE/BSRIA codes where a project specifies them. We support LEED Fundamental and Enhanced Commissioning.
